The Pennsylvania Department of Transportation administers the Pennsylvania Motorcycle
Safety Program (PA MSP) that is free to Pennsylvania class M permit and motorcycle license holders.
The PA MSP was created from legislation in 1984 and began operation one year later
The focus of the PA MSP is to teach motorcycle riders of all skill levels the fundamentals
needed to reduce risks while operating motorcycles. The program offers four courses
that include beginning riders, intermediate skills, three-wheeled basics, and advanced
riding skills. PA MSP manages more than 60 training sites conveniently located throughout
the Commonwealth. The training season runs from March through October, with schedules
varying among training sites. In 2014, Cape Fox Professional Services was selected
by PennDOT to provide training services for the PA MSP.
